Move-out cleaning checklist for Ontario tenants

In Ontario, tenants must leave a rental in ordinary clean condition (RTA s. 33). Clean the empty unit room by room: inside the oven, fridge, cabinets and closets, bathrooms descaled, baseboards and floors. A rent deposit can't be used for damages. Super Fancy Cleaners charges $35/hr per cleaner, 4-hour minimum, $10 gas, plus HST.

Key takeaways

  • Under section 33 of Ontario's Residential Tenancies Act, the tenant is responsible for ordinary cleanliness of the unit unless the lease makes the landlord responsible for cleaning.
  • A rent deposit can be no more than one month's rent and must be used as the last month's rent, not for damages (Landlord and Tenant Board).
  • Monthly tenants must give at least 60 days' written notice on Form N9, or 65 days if the notice is mailed.
  • Clean the empty unit: inside the oven, fridge, cabinets and closets, baseboards, interior windows and a full bathroom descale.
  • Super Fancy Cleaners' move-out clean is $35/hr per cleaner with a 4-hour minimum, plus a $10 gas fee and 13% HST; 6 billed hours is $248.60 with HST.
  • Never mix bleach with ammonia-based glass cleaners or acids such as vinegar; Health Canada warns the mix can create toxic gases.

What Ontario law says about cleaning when you move out

Section 33 of the Residential Tenancies Act, 2006 says the tenant is responsible for ordinary cleanliness of the rental unit, except to the extent that the tenancy agreement requires the landlord to clean it. The Landlord and Tenant Board describes this as keeping the unit clean to the standard most people would consider ordinary or normal cleanliness.

Section 34 is about damage, not dirt: the tenant is responsible for repairing undue damage caused by the wilful or negligent conduct of the tenant, another occupant or a guest. Cleaning will not fix a broken fixture, but it does show the difference between ordinary use and damage when the landlord walks through the unit.

Deposits: what your landlord can and cannot keep

The Landlord and Tenant Board's information for new tenants says a landlord may collect a rent deposit of no more than one month's rent (or one week's rent for weekly tenancies). That deposit must be used as the rent for the last month or week of the tenancy and cannot be used for any other reason, such as paying for damages. The landlord must also pay interest on the deposit every year.

Ontario's guide to the standard lease adds that a rent deposit cannot be used as a damage deposit, and that lease terms requiring damage or pet deposits are void. If you disagree with your landlord about money at the end of a tenancy, the Landlord and Tenant Board can explain your options: 1-888-332-3234.

Your move-out timeline

Under section 44(2) of the Act, a monthly tenant must give at least 60 days' notice, and the termination date must be the last day of a rental period. The Landlord and Tenant Board's brochure says to use the Tenant's Notice to Terminate the Tenancy (Form N9), to count the termination date but not the day you deliver the notice, and to add 5 days (65 in total) if you mail it. Special rules let you give slightly less notice for moves at the end of February or March.

Once notice is given, section 26(3) lets the landlord enter without written notice to show the unit to prospective tenants between 8 a.m. and 8 p.m., after informing or making a reasonable effort to inform you. A tidy unit during those weeks makes the final clean faster. Book the move-out clean for after your movers leave and before you hand back keys.

Before the cleaners arrive

Remove everything you own, including food, toiletries and garbage. Section 41 of the Act lets a landlord sell, keep or otherwise dispose of property left in a unit that was vacated under a notice or agreement to end the tenancy, so do not leave items behind. Rubbish and furniture removal are not part of a cleaning visit. Take dated photos of each room after the clean, and return every key and fob.

Doing it yourself vs hiring a move-out clean

The time-consuming jobs in a move-out clean are inside the oven, the fridge and freezer, every cabinet and closet, the baseboards and the bathroom descale. If you hire Super Fancy Cleaners, all of those are included at no extra charge, and an empty home usually takes 4 to 6 billed hours. The table below shows examples at our published pricing; the booking page converts your rooms into billed hours and shows your exact total before you pay.

Product safety while you clean

Health Canada advises reading and following every product label, never mixing household chemical products, and keeping rooms ventilated with open windows or exhaust fans. Bleach must never be mixed with glass cleaners, other ammonia products or acids such as vinegar, because the mixtures can produce toxic gases.

FAQ

Move-out cleaning checklist for Ontario tenants: questions

Am I legally required to clean before moving out in Ontario?+

Section 33 of the Residential Tenancies Act makes the tenant responsible for ordinary cleanliness of the unit, unless the tenancy agreement makes the landlord responsible for cleaning. Leaving the unit clean is the simplest way to meet that standard. For advice on your situation, contact the Landlord and Tenant Board at 1-888-332-3234.

Can my landlord keep my last month's rent deposit for cleaning or damage?+

The Landlord and Tenant Board says a rent deposit must be used as the rent for the last month or week of the tenancy and cannot be used for any other reason, such as paying for damages. Ontario's standard lease guide adds that damage deposits are not allowed.

How much notice do I need to give before I move out?+

For a monthly tenancy, at least 60 days, with a termination date on the last day of a rental period (RTA s. 44(2)). Use Form N9, and add 5 days if you mail it. Different rules apply to fixed-term, weekly and some special situations, so check the LTB brochure linked on this page.

How much does a move-out clean cost in the GTA?+

At Super Fancy Cleaners it is $35 per hour per cleaner with a 4-hour minimum, plus a $10 gas fee and 13% HST. As examples, 4 billed hours is $169.50 with HST, 6 hours is $248.60 and 8 hours is $327.70. Inside the oven, fridge, cabinets and interior windows are included.

When should I book the move-out clean?+

After your belongings and furniture are out and before you return the keys. The unit needs to be empty so every cupboard, closet and baseboard can be reached. Book early once you know your termination date.

Can I use bleach for a move-out clean?+

Yes, if you follow the label, but never mix it with other products, especially ammonia-based glass cleaners or acids such as vinegar. Health Canada warns that the mixture can produce toxic gases.

Should I take photos after the clean?+
